Technical requirements of engineering office registration

Engineer’s office: to practice the profession in a single specialty only

  1. Office / Engineer (A):
  • One of the founders must have an experience of no less than 12 years, five of which shall be in the design field in which the office will be registered.
  • The office space must be minimum 40 square meters.
  • He must be a former head of specialty of the same categorization or a higher degree; otherwise, the technical interview made by a committee formed by the Association must be passed.
  1. Office / Engineer (B):
  • One of the founders must have an experience of no less than seven years, three of which shall be in the design field in which the office will be registered.
  • The office space must be minimum 40 square meters.
  • He must be a former head of specialty of the same categorization or a higher degree; otherwise, the technical interview made by a committee formed by the Association must be passed.
  • Engineering Office / Company: to practice the profession in one or more specialties.
  • Each specialty must be headed by an engineer with an experience of no less than seven years, three of which shall be in the design field.
  • The office space must be minimum 60 square meters.
  • The specialty heads must be at the same categorization or at a higher grade; otherwise, the technical interview made by a committee formed by the Association must be passed.
  • Consultation Office / Company: to practice the profession in one or more specialties.
  • Each specialty must be headed by an engineer with an experience of no less than 12 years, five of which shall be in the design field.
  • Space must be minimum 80 square meters for a supporting office and 100 square meters for a contracting office.
  • The number of engineers working for the office / company in the design field shall be twice the number of specialties, provided they are of the same office’s specialties.
  • The specialty heads must be consultants; otherwise, the technical interview made by a committee formed by the Association must be passed.

Expert Engineer Office

  1. The founding engineer must be registered in the Association as an expert engineer.
  2. The office space shall be minimum 40 square meters.
  3. The office business shall be limited to consultation and experience provision.
  4. It may not enter into contracts to prepare studies for the entire projects or to supervise the implementation of such projects.
  5. The engineer who owns the office must have been practicing the profession for no less than 15 years after he had obtained a university degree, and at least eight of which are in the specialty practiced by the office; or otherwise he has been practicing the profession for no less than 10 years after he had obtained a PhD degree in the specialty, and at least five of which are in the specialty practiced by the office.

Engineering Office / Company (Site inspection specialty)

Foundations and Soil Mechanics Specialty: the Engineering office or companies / foundations and soil mechanics specialty (site inspection) must have two engineers, one of which is registered in Civil Engineering Division and the other is registered in Mining Engineering, Engineering Geology and Petroleum Geology Division. Either one of the said engineers must head the specialty, provided he meets the requirements of specialty head in his field in accordance with engineering office of company categorization and his category. The other registered engineer must have an experience of no less than three years in his specialty field; and in case the office has another specialty, it will be headed subject to the required conditions.

Newly established engineering offices registration period

The engineering offices shall be registered once a year during December of each year, and a fellow engineer will be given two months to complete the office registration procedures. The application will be considered invalid two months after it has been submitted.

The suspended offices will be reregistered during June and December of each year, provided they have been suspended for at least six months.

A partner in an engineering office may, after the partnership is dissolved, register an engineering office at any time of the year, provided such partnership has been up for no less than two years.

The office registration date will be the date on which its registration and subscription fees are paid.

Engineering office registration legal requirements

  1. The Association member wishing to register an office in his name with the office registry shall:
    1. Be a Jordanian national;
    2. Be registered with the Association registries and paying the fees incurred by him to the Association;
    3. Have practiced the profession for no less than seven years, three of which are in the design works; and
    4. Be dedicated for practicing the profession at his office.
  2. The engineering company registration shall meet the following requirements:
    1. Registration shall be made with the Company Control Department.
    2. Its objectives shall be consistent with the Law and this Statute.
    3. Its headquarter must be within the Kingdom.
    4. It shall have its dedicated technical staff.
    5. The shares or stocks of the company Jordanian shareholders registered with the Association as members and dedicated for the work therein shall be no less than 50% of the company’s capital or equities.
    6. The Jordanian members of the company shall be no less than half the members.
    7. The company authorized signatory shall be one of the Jordanian dedicated members whose experience in practicing the profession is no less than seven years, three of which are in the design works.

Engineering offices registration universal requirements

  1. To rent an office equipped with sanitary supplies and duly furnished.
  2. To fill the office and engineer registration forms made available by the engineering office section.
  3. To appoint an administrative and technical staff as per the office categorization (draughtsman / administrative…)
  4. To a bring the office headquarter lease contract from the municipality where the office is situated in the jurisdiction thereof.
  5. To pay the financial liabilities to the Association (annual subscriptions).
  6. To interview the engineer(s) working at the office including the founders at the Offices Department.
  7. To inspect the office by the Offices Department after it had been equipped and furnished.
  8. If the office is located out of Amman, the registration application must be submitted to the Branch Committee in which the office is located in order to inspect the office, interview the engineers and submit a report thereof to the center in Amman.
  9. In case of a company registration application, it must be first registered with Ministry of Industry & Trade and the Association must be provided with an attested copy of the registration certificates.
  10. In order to obtain a technical name for the office, it shall make a request to the Body for the name wanted to be registered. After the approval, the office will register the name with the Ministry of Industry & Trade.
  11. To bring a scheme (horizontal projection of the office) of a scale of a map (1/100) with furniture, as well as space identification.
  12. The office will be activated after the professions practicing license is made available.
  13. In order for an engineering office or company is registered, its owner is required to pass a readiness interview to be held by an ad hoc committee to be formed for this purpose.
  1. The Association shall collect from the Jordanian engineering offices the following registration fees and annual fees:
    • An office categorized as an engineer office or an expert engineer office:
      • Registration fees of JD 60.
      • Annual fees of JOD 30.
    • An office categorized as an engineering office:
      • Registration fees of JD 80.
      • Annual fees of JD 30 per the first four specialties plus JOD 15 per specialty beyond the fourth one.
    • An office categorized as a consultation office:
      • Registration fees of JD 100.
      • Annual fees of JD 80 per the first four specialties plus JD 15 per specialty beyond the fourth one.
  1. The following registration and subscription fees shall be collected from the non-Jordanian engineering offices:
    • Registration fees of JD 3500.
    • Annual fees of JD 2000.
  2. If an engineering office upgraded its categorization to a higher level:

The annual fees shall be paid for the new categorization less the annual fee previously paid for the same year. If the change is made during the registration year, the registration fee will be treated as an annual fee.

  1. If new specialties are added to the engineering offices:

When the annual fee is paid, the fees for the added specialties are collected if an increase of fees are incurred when a registration request is made for the first time. As for the annual fee, it will be paid in the first time when the request is approved for the year of the part of the year in which the registration is made. The next fee will be payable in January of the following year. In any case, the engineering offices will only be allowed to practice their work after they pay all their fees payable by them for that year and the previous ones.

  1. The annual fees payable by the engineering offices shall be paid as follows:

By no later than the end of February of each year; and any office failing to pay the annual fee prior to the said date, it will be required to pay an additional fee of 15% of the due fee until the end of June of the same year and 30% of that due fee following the said date.

Profession practice regulation for offices

  • No engineering office may seek to replace or compete another office by reducing its engineering remunerations or finishing a job used to be carried out by another office before the rights of the other office are dissolved or the Body’s or Association Council’s consent is obtained.
  • No office may sign a work made and designed by another office.
  • Offices shall refrain from modifying any engineering work designed by another office without a prior consent to the modification is obtained from the making office or obtained from the Body and Association Council.
  • Offices shall refrain from using brokers to attract clients for a reward or a benefit.
  • Offices shall refrain from criticizing the other offices’ works.
  • Offices shall adhere to the instructions made by the Council in relation to the profession practice.
  • Offices must execute their contracts with employers or contractors clearly so as to clarify the liabilities, obligations and responsibilities of each part thereto.
  • Offices shall not take part in any engineering or architectural contests within Jordan but through the Jordanian Engineers Association.
  • Offices may not participate in submitting technical proposals for engineering works prior to entering into contracts with the clients unless the technical proposal is made within an official tender. Any disputes arising out of the same, shall be the office’s sole responsibility.

Specialty loss for re-registration

  • The specialty shall be canceled upon a request made by the office or in case of terminating the registration of the specialty head in the office and the situation is not settled within one month and the categorization is not amended as per the regulation if required.
  • The office is required to provide a representation from another office(s) to be responsible for supervising the projects required to be supervised in the canceled specialty.
  • The office is required to transfer the supervision contracts to another office if the office has become non-contracting following the specialty cancellation for the projects requiring supervision.
  • The office is required to settle a situation of violation of engineering shares in case it has resulted from the specialty.
  • The transaction entered prior to the completion of the specialty head during the situation settlement period, provided the office has an engineer in the design of the specialty.
  • If an office loses one of its specialties, it may regain such specialty at any time it wishes following its situation settlement and a specialty head registration.

Engineer registration with an office / company requirements

  • The engineer is present in person in an interview upon submitting and filling his application form.
  • He shall bring a formal resignation from the last job he had if such resignation is not recorded in the computer.
  • He shall bring an appointment letter or employment contract printed out and signed by the employer and engineer. It shall specify:
  1. Job nature.
  2. Salary as per the salary scale of the employer.
  3. Job commencement date.
  4. He shall bring his personal ID card or Association membership card.
  5. He shall bring his passport.
  6. He shall bring a recent social security statement.
  7. Both the engineer and office must have paid the annual subscription.
  8. The fellow’s sub-specialty shall allow registration in the requested specialty; otherwise, the Division’s consent will be required.
  9. The engineer must have passed the technical interview or worked as a former head of the specialty at the same level of the office with which he requested to register if he was required to be registered as a specialty head.

Engineer’s office job nature change requirements

  • A Letter from the office concerning the subject.
  • The engineer’s presence in person to sign the form set for this purpose.
  • The sub-specialty shall allow the engineer to register in the requested specialty; otherwise, he shall obtain the Division’s consent.

Office certificates or documents obtainment requirements

  • A letter from the office with regard to the requested certificate.
  • The office and its workers shall have paid their annual subscriptions and all due fees.
  • To pay the fees for issuing the requested certificate.
